Overcoming Challenges of Diploma Recognition in Serbia

Project description and goals:

The project was to analyse the legal provisions and practice in the field of foreign university diploma recognition in Serbia. Its aim is to help improve the process of foreign university diploma recognition in Serbia so it can be effective and efficient. Moreover, its particular aim was to make this process consistent with the Convention on the Recognition of Qualifications Concerning Higher Education in the European Region, which Serbia ratified in 2004.

Project was implemented in 3 phases:

1. Research and analysis (May – August 2012) – research and analysis of binding international treaties, the Higher Education Act and universities’ rules on foreign diploma recognition. Moreover, it was analyzed how these provisions are implemented in practice.  Six universities were included into the research (four state universities – Belgrade, Kragujevac, Novi Sad and Niš – and two private – Megatrend i Singidunum).

Methodology:
- Legal analysis of legislation and universities’ rules primarily for the standpoint of the standards from the Convention on the Recognition of Qualifications Concerning Higher Education in the European Region
- Direct interviews with persons in charge of foreign diploma recognition at selected universities
- Following reports of other organization dealing with the topic of foreign diploma recognition
- Obstacles in the field of foreign diploma recognition in news.
